William Valente's (et. al) "Cases And Materials On State And Local Government Law" is a fantastic text on the subject. For interested Law Students or the Attorney who needs to know about the subject, this book provides a very clear understanding.
The text is filled with a detailed introduction and is proliferated with the landmark cases that shaped the law.
Topics include: State & local finance, revenues, borrowing and debt limitations, tort liability, national powers in state and federal relations, state sovereignty, local boundaries, municipal incorporation, state constitutional limitations, preemption, etc.
An example of the rich and detailed sources the text draws from is this excerpt(p.19) from the informative introduction to the subject: ". . . [T]he strength of free peoples resides in the local community. Local institutions are to liberty what primary schools are to science; they put it within the people's reach; they teach people to appreciate its peaceful enjoyment and accustom them to make use of it. Without local institutions a nation may give itself a free government, but it has not got the spirit of liberty . . ." ---Alexis de Tocqueville, "Democracy In America."
